  Act II : Self-Immolation  
Strange things are afoot in the world. A mysterious top-hatted figure roams the streets of New Orleans and turns criminals to justice through fear and small, serum-dipped darts. Counterfeit money circulates across the globe, and the ecosystem is eerily disrupted as alligators and sharks converge at odd locations.
